From 1 July 2010 entered into force "Customs union agreement on sanitary measures" between the Government of Russia, the Government of the Republic of Belarus and the Government of the Republic of Kazakhstan on December 11, 2009 and Decisions of the Commission of the customs union on May 28, 2010 № 299 "On the application of sanitary measures of Custom Union". 

It approved a procedure for state sanitary-and-epidemiologic supervision and the Uniform inventory of goods subject to sanitary-epidemiological supervision in the customs border and customs territory of the customs union, the press service of Federal Customs Service.

Section I of the Inventory listed products, with which a state sanitary and epidemiological supervision and to which established Uniform requirements. Provide any documents at checkpoints across the state border for this production is not required.

For the products included in Section II, the implementation of sanitary-quarantine control at the customs border are required to provide a certificate of state registration of the customs union or epidemiological findings and of state registration certificates issued before July 1, 2010.
